Newsom Signs New Legislation

Governor Newsom just signed new legislation amending B & P Code Section 17602 dealing with “Automatic Renewals.” The section was originally added a few years ago and provided certain conditions if the contract automatically renewed for a period in excess of thirty (30) days. Infrastructure Bill Would End the Employee Retention Credit

The International Association of Chiefs of Police (IACP) recently passed a resolution that endorses the Model Alarm Ordinance as a tool for promoting “bests practices” to achieve a reduction in alarm dispatches and recommends the ordinance to its 31,000 members in 165 countries.
IRS Notices, Liens, and Levies

The IRS collection division is recovering from pre-pandemic lockdowns and began sending out letters from the Automated Collection System function in June. They also restarted the income tax levy program in July. In addition, responsible officers continue to work on non-filer cases and are sending out notices and billing notices; however, their focus is primarily on egregious cases, such as high-income non-filers.

Governor Newsom defeated the effort to recall him resoundingly. The September 14 election saw 44% voter turnout, lower than the 61.2% turnout seen in the 2003 recall of Governor Davis. Ultimately, 63.8% of those who voted chose to keep Newsom in office while 36.2% voted to oust him.

The Legislature has just one week before adjourning the 2021 session on September 10. Governor Newsom will have until October 10 to act on the hundreds of bills that are making their way to his desk this week and next. As we’ve reported previously, we expect that the Governor will defer much of this work until after his September 14 recall election.
